The perfect romantic guitar sound consists of slow arpeggiated chords outlined with an easy going fingerpicked approach. Each chord pattern should come across as dreamy and open sounding. Once these effects are combined, the resulting sound will be soothing to your listener.
In order to round out your chords with a smooth, well-connected flowing sound, you need to fill in the gaps of what is lacking on each picked passage. This can be done in several ways including; a slowed tempo, steady eight-note rhythm and by applying open strings around fretted notes, (chord voicings). These elements are all perfect examples to focus on.
